The Burmese state media said a referendum on a new constitution would go ahead on May 10 despite Tropical Cyclone Nargis, which killed 350 people.
Five regions have been declared disaster zones by the government, including the main city, Rangoon.
Burmese exiles are urging the country\'s military rulers to allow aid agencies to operate freely inside the country in the wake of the cyclone.
They say their expertise would be vital as Burma attempts to recover.
