EU climate change talks

EU leaders have agreed to end talks on an ambitious plan to fight climate change by the end of 2008.
After a two-day summit in Brussels, the 27 heads of states said they hoped the legislation would be enacted the following spring.
The bloc aims to implement a 20 percent in greenhouse gases by 2020, compared with 1990 levels.
The summit also discussed financial instability, as well as the liberalisation of the bloc\'s energy markets.
